Haddam Jail Brownfields Revitalization and Adaptive Reuse Master Plan

With funding awarded from a DECD Historic Brownfield Revitalization Grant, the Town of Haddam contracted Fuss & O’Neill to complete planning, engineering, and environmental assessments of this site that housed a former correctional facility and was later used as office and educational space.

We provided the Town with a range of integrated multi-discipline services to assess the existing condition of the property and to identify development challenges. We prepared feasible re-use alternatives and assisted with positioning the property toward an RFQ for redevelopment.

Our work included completion of studies for environmental, hazardous building materials, structural, MEP, traffic, and septic evaluations. Our data, in combination with market analysis and architectural information, were used by our planning professionals to prepare re-use alternatives. We facilitated a stakeholders meeting with the public to present the information. Preparation of a comprehensive summary report (including a pro forma cost analysis for the Town’s preferred re-use option) is ongoing.
