Fuss & O’Neill completed due diligence planning, design, permitting, and construction administration to address extensive environmental issues with building materials and soil conditions. The goal of our work was to allow renovation, construction, and reuse of the historic Winchester Arms manufacturing buildings.

Development occurred in multiple phases and was funded through private equity as well as city and state brownfields grants. Completed phases include 170 units of residential apartments, 250,000 square feet of office and commercial space, a chill water plant, and a mixed-use site comprising of 1,850 parking spaces with ground level retail. We led the coordination and compilation of local and state permits for zoning, remediation, building decontamination, soil management, and site generated traffic. Environmental work was LEP led under the CTDEEP Property Transfer Program.
