MANCHESTER — JoAnn Fryer, a structural engineer who has worked for Fuss & O’Neill for more than 25 years, has been promoted to office manager of the company’s Manchester office. Fryer established the Maine Department of Transportation Bridge Team and took over management of the York, Maine, office in 2002. More recently she became quality control manager. Fuss & O’Neill is a full-service engineering firm based in Manchester, Conn.
