Stormwater Permitting and Compliance for Construction Activities

United Illuminating (UI) is striving to improve their electrical distribution and transmission systems across various infrastructure networks. Permitting was provided for individual substation sites and for linear projects that encompassed numerous sites along several miles of active railroad right-of-way. Fuss & O’Neill provided comprehensive services to assist UI in conducting their projects in full compliance with all relevant CTDEEP requirements.

Fuss & O’Neill was responsible for completing and submitting applications for the CTDEEP General Permit for the Discharge of Stormwater and Dewatering Wastewaters from Construction Activities. Once the permits were approved and issued, Fuss & O’Neill was responsible for ensuring that the construction activities were being carried out in accordance with the approved permit. Upon completion of the projects and final stabilization of the work areas, Fuss & O’Neill conducted the final close-out inspections and submitted Notices of Termination to CTDEEP.

Stormwater Pollution Control Plans were developed that outlined the procedures that needed to be followed. These Plans depicted the control measures that needed to be installed in order to ensure compliance with the permit.

Weekly inspections of E&S control measures, monthly collection of stormwater samples, weekly coordination meetings and preparation of inspection reports, monthly submission of stormwater analysis data, and regular coordination with contractors and client were carried out for the project duration.
