Former Scovil Hoe Mill/CT DOT Maintenance Facility Brownfields Revitalization

Through a DECD revitalization grant, the Town of Haddam contracted Fuss & O’Neill to perform environmental, engineering, and reuse planning services on a historic mill which had been converted by CT DOT into a maintenance facility. Our teaming partners included Crosskey Architects, Camoin Associates, and the Town of Haddam Buildings Committee.

We performed multi-disciplined services consisting of environmental assessment, hazardous building materials survey, engineering and structural infrastructure analysis, architectural analysis, and market study. Data gaps and development challenges including wastewater disposal, water supply, and environmental remedial options were evaluated and summarized.
We developed a concept reuse plan based on market drivers, financially self-sustaining objectives, and preservation of historic character. A detailed opinion of cost was developed for the concept reuse option.
