Norwich State Hospital

Fuss & O’Neill was retained by the CT Department of Public Works to conduct a comprehensive Phase II environmental assessment and hazardous materials inventory of a former mental hospital in Norwich and Preston, CT. Real or perceived environmental issues have stalled the sale of this property of over 80 buildings spread across several hundred acres.

Our team completed a hazardous materials inventory, bio-hazard assessment, and Phase II subsurface investigation. Through this study, we identified pesticide-containing soils, quantified the magnitude of an oil release from an underground storage tank, and used historical records and excavation to identify areas of demolition debris disposal.

Our scientists provided a cost estimate for hazardous material abatement, and presented potential remedial cost-saving alternatives to state and town officials and potential developers.

The assessment opens the door for redevelopment of this highly attractive property, which is located across the Thames River from Mohegan Sun Casino.
